Well kind of yes...
The problem is that your 2 classes have exactly the same ID of heavy mastery...
Therefor it is impossible to stack twice the same skill with the same ID... :s

But y love dwarf I wana make dwarf really good y just make some good weapon for him and in 1 server I make my dwarf so imba whith stun + 16 and much more I pwn all chars I was and hero until server was CLOSED DEAD

UM what about giving dwarfs a zealot + frenzy haha no i was joking i dont think we can actually make dwarfs stronger but what we can do is make everyone more balanced to make every class competitive but thats a hard goal so you guys will have to be patient whit us.

Lol, I think they are for craft/spoil, being rich, fat town-sitters but w/e...

The best way to solve the PVP 'problem' xD would be to make retail subs to 83 or 85 lvl, so you can learn Gracia skills on your subjobs... Then you can make a class that owns, right there on the dwarf, and actually be competitive with other characters.

(Yes you can be competitive with only lvl 80, but alot of classes really miss some great skills by skipping the Gracia books, which makes it better to make another char or 2,3,4 instead of questing, and making 3 nice pvp subs...)
